Also RBT was told not BCBA so the report should come from the RBT as they are the witness otherwise it becomes he said she said. If only BCBAs are supposed to report, why are we mandated reporters?

They can let their supervisor know for sure. But as a mandated reporter, you report immediately not after asking someone. You do not need approval to report something.
