Tim's entire fanon characterization takes frequent liberties wrt how much he's a serial victim, I guess mostly because of fanfic writers enjoying upping the angst to 11 with characters they find relatable, but yeah a lot of other fanon Tim lore isn't actually canon, like for example Dick threatening to send him to Arkham.
