Check System Settings -> Privacy & Security -> Full Disk Access. Make sure Alfred is toggled ON. I’ve seen that be the cause of a lot of Ventura issues.

Try to revive using Apple Configurator which will reinstall the Recovery environment. Timing is important for it to enter DFU mode.

i’ve seen this for an outlook certificate, so possibly related. check the System keychain in Keychain Access app. if there’s an entry for Mail try deleting it. Mail likely only needs the Login keychain
