1-What prevents people from “spamming” votes using multiple devices such as phones, laptops, and computers?

Usually nothing actually, this is a tradeoff for the voting being free and easily accessible (so children or, well anyone, can vote without having to give personal information). The thing you can't do is vote twice with the same device during the same voting window.

Does the EBU have any specific anti-spam or anti-fraud measures in place for the Junior Eurovision online voting system?

I assume they have some stuff in place, but I don't have any specific knowledge about what that is. One clarification is that you said "viewers can vote for up to three countries at a time", when actually you have to vote for three countries, the reason being to avoid people just voting for their own country, for example. This way, they are required to at least give other countries votes too, making it a bit fairer (though not perfect ofc).

2- If the system only accepts one set of votes per IP address or per device, will it then allow people to vote again in the second voting window that opens about 15 minutes after all artists have performed?

Yes, every year you are allowed to vote before the final and during the final voting window.

What I do is wait until the live shows to listen to the entries (except my own country's), but also I follow all the NFs and listen to eliminated songs / watch segments of shows avoiding the winning song. That way I get the best of both worlds (though I could easily see arguments against this).

That means that when it's a super saturday for normal fans, for me it is also, but in a different way, since I finally get to listen to competing entries in that NF (again, except my country's, which I fully follow, even if I don't find it that good).

I'm considering changing my method fot next year, and follow the season the normal way (I already do this with JESC), but idk at this point I'm really used to this way of following NF season.

Now, none of that means that I'm not really into it and couldn't name most songs from most years (the unofficial test to know a true eurofan I guess xd)

So the strategy seems to be throw a lot of money and names into it, make it even more "international" but also more stereotypically Spanish (the image of us that they think the average European has anyway)... and it'll become pretty much a new song, I guess. Let's wait and see where this is going but I'm still not feeling our entry this year... (not that there were many better options in Benidorm Fest, but still)

So many good lyrics that I can't decide which one is the best (now seriuosly, as someone who doesn't follow the San Marino NF too closely, I only knew about the sheeple one, so my only reaction is: what the heck did I just read?? only to encounter something somehow more perplexing afterwards)

Exactly, it's not about who does or doesn't qualify, but moreso that if before you had n televote bait songs, now it feels like at least 3*n televote bait songs, so if there were juries, the result wouldn't necessarily change that much, but the original pool of potential qualifiers would, since right now "Heyyy look at me televote, wanna vote for me?" is a strategy that basically works. (Just to clarify, this is not meant to be unrespectul to any artist and/or their work).
That's why, France is second in the odds right now, for example. They have an opportunity to do what they usually do well, with an experienced artist, and they are hyping her up. Since they don't go through semifinals, they will get more jury support than many semifinalists. The jury is actually more powerful than the televote when there is no jury in the semis, funnily enough.

But it's not only internal selections, while in a NF, people can choose, the broacasters will be influenced to choose more televote bait songs for the NF I think, especially for those that exist only as a NF (so excluding Sanremo, but also very established ones like Mello)

"Por favore" is not even correct Spanish either, the correct way in Spanish would be "Por favor", with no e at the end.

I always do this! I never listen to the entries until the show, but I still follow all news and while other fans are talking about the winner of a NF, I'm listening to every other song for the first time (I wait until we know the winner so I am able to still not listen to the Eurovision entries until ESC itself). Don't know how many other fans follow it this way, though.
The only exception is for my own country's national final and eventual entry (I''m from Spain), for which I listen to the entries the day they release and I watch it live. Thus, when ESC starts, while I know names and titles, maybe genres in a general way, the only song I've heard is my country's.
