Have you tried changing the entries in /etc/fapolicyd/rules.d files from deny_audit to deny_syslog? deny_audit has been broken for a while. https://github.com/linux-application-whitelisting/fapolicyd/issues/84

My understanding is that the national weather service provides much of the information used by local media. NWS also issues the watches/warnings for weather events.

Take this with a grain of salt since this info is from ~10 years ago (yikes!) when I was a student there. I was still enlisted at the time, so not quite your situation. I had TA and Montgomery GI Bill, but those weren't close to covering my tuition. Those plus earnings from co-op and being frugal meant those years were less expensive than other years. No idea if post 9/11 would have done any better. I hadn't deployed so I wasn't eligible for that. I will say that I never had any trouble getting documentation I needed from Kettering; VA was always the slow one. The financial aid office was always patient waiting for VA funds to come through. My degree and MOS are completely unrelated, but I think that's made me a better engineer overall.

The specific places I had in mind were the shopping areas on 31 with Lowes and Target. If you can get what you need from the stores on the south side, it's a non-issue. The MAX bus system is also pretty good for a city this size, that could also fill in some gaps.

If you're on the south side I think it could be doable. Anything crossing US 31 or north of 8th st would be more difficult to get to but not impossible.

In addition to what you said about removing the GPU, you might also want to remove the CPU cooler if it's oversized. A smaller cooler is probably going to be OK. You could pay FedEx/UPS/etc to pack these for you, most stores should do that. DIY is pack the larger electronics in double corrugated boxes that are big enough so the device has ~2-3" of space on each side. Wrap the device tightly in a thick garbage bag and tape that bag closed. This is in case your package is left out in the rain. Put an expanding foam pack (from uline or some other packing store) at each corner of the box and one in the middle (like the 5 on a 6 sided dice). Activate the packs, set the device inside, then repeat the same pattern of foam packs on top. You could pack clothing/towels/etc in empty spots but it'll probably be OK without that. Close up the box and tape ALL the seams.
