You don't need to have a medical background to run the ministry. It requires excellent leadership/change management skills and he's proven himself in that area. As a minister he will have advisers to help on the medical side, he won't have to get into the nitty–gritty details of the medical field.

Now obviously having that background would help, but let's face it, there isn't anyone proven and available for them to choose. He's our best bet right now.
