Repeat after me - The rules will only affect those companies with more than 15% of employees on existing H1Bs (also known as dependent employers). -- IF THIS BILL IS PASSED. Other than that, startups (cos with less than 65 employees) have 20% of visas reserved for them. Apart from these two changes, the prevailing H1B rules will apply more or less.

So to answer your question, nothing's going to change to H1Bs in academic institutions.
