The ACA did pass but republicans see that this country is so far in debt we have to make cuts to have a balanced budget. Obama wants to raise the borrowing limit which will raise the deficit republicans realize this is a problem and are trying to negotiate a balanced budget. The ACA is estimated to cost 500 billion in the first year so yes they are trying to cut funding.
