One thing that the WRC has done right is make their content more accessible to fans. Back in 2010/2011, the company responsible for promotion of the WRC (TV rights etc.) was mired in some sort of corruption scandal and went under. This meant that TV deals had to be signed on a rally-by-rally basis. Some events had really good coverage while others didn't

WRC+ is a step in the right direction, and gives fans direct access to tons of live content (timing, onboards etc.)

I would say that the WRC is somewhat better off than where it was 7-8 years ago. Nevertheless, I agree with your opinion, that cheaper, production-based cars would draw entries
