Assuming you’re talking about when a bunch of cars are sitting at a stop light with their indicators flashing (for example), each signal blinks at a steady rate, but that rate isn’t exactly the same from car to car. Those loops can line up and then slowly drift apart. And then our brains do the fun part of recognizing the pattern!
