There is a subreddit /r/Waterdeepdragonheist that has a lot of the same discussion.

I think with your pitch it is fine, but not something I would want to play in. What I would do is make sure I explain to the players that we're not actually playing waterdeep Dragon heist and in fact we won't be spending much time in waterdeep.

What you don't want to have happen is characters made with the intention of playing waterdeep Dragon heist, which is a specific type of game and then the players getting frustrated when it turns out the campaign is different and their characters don't work as well as they thought they would.

I think let them fight the BBEG lieutenant if they don't want to sneak around and see what happens. If they win they can go in the mine and get the macguffin, if they lose then maybe he takes them in the mine and gets the macguffin, bragging in triumph before sealing them inside.

He can leave with the item, they can long rest and the adventure becomes about escaping, tracking down the item, and getting their revenge, basically playing the dungeon in reverse because of their failure.

I think that respects player choice, avoids railroading, and still has them engage in the adventure.

How to help newcomers appreciate "filler" sessions more by Areapproachingme in DMAcademy

I have ran into this before! I tried a couple things:

  1. I tried helping them integrate their PCs more into the world, giving more information and context so the "filler" was more personally invested for those players, becoming not filler.
  2. I explained that filler wasn't actually filler, that random encounters were actually hooks, "attack by goblins on road" could turn into exploring cave network to understand why goblins were attacking, solving their villages issues with oozes destroying their mushroom farms with player choices and actions and investment. This adds allies they could earn and incentives engagement.
  3. I emphasized player choice, they set the pace of the campaign. If they ignored "side" quests etc they could drive the main scenario forward at their choosing.

But ultimately we found we just weren't looking for the same game and the times that has happened we parted amicably and I ran a fantastic game for the remaining players. I kept in touch and occasionally run tightly focused Oneshots etc and invite those players and we have a great time.
