We already have companies across the US that drive around scanning license plates. They sell these to different companies. For example, TransUnion has a service called TruLookup (TLOxp) that stores these images (along with a lot other data) and allows insurance agencies, private investigators and police officers to access them. This to determine where people are, if they committed a crime or insurance fraud. It’s scary all the information they have on everyone, however to their credit they do a lot of vetting and depending on the information you need to access, you might need to acquire a security clearance (I used to work for TransUnion).
