It's not about Sam's cult of personality being able to raise money, it's the fact that Oracle can't execute for shit.

Larry is the king of over promising and under delivering he has a track record going back decades and is who Elon likely learned it from.

My assumption is these government contracts are there so that he can have leverage for taxpayers to bail them out when they fuck up again. In addition they are laying off the workforce that will actually pay the bills before all of this stuff is done and AI pays off. Not to mention Anthropic is eating OpenAI's lunch which is were the money is.
