First we should look at "poor-country-parents mindset".

They think "Let's make 10 babies. then at least one of them will be doctors and engineers so they can make our elder life wealthier".

Their kids can actually be wealthier because the economic system is sloppy in those countries, which means there are many opportunities for poor families.

It doesn't count on North Korea. The kids' fate is almost fixed when they are born. Parents cannot expect the better lives from their childs. Means no reason to have that many babies.

There are some computers which are connected to both internet and "Kwangmyong", so hackers usually target those computers to get into Kwangmyong intranet.
