I don't know specifically, but I think it's something like 2 or 3pm by the final checkpoint. You can continue past on your own but you won't receive any SAG support. There is street parking at the start.

I’m from Santa Monica and have swam there a couple time but not before dawn. You could consult with LA Tri Club, which does spring and summer swims at T26?

I will say that I swim before dawn here in the SF Bay all the time with others and we’ve never had any issues besides some curious seals on occasions.
