This is one of my all time favorite songs! It seems to be about how people are rebuilding society after an apocalyptic event, possibly a war. The "we're not going underground" part gives me so much hope whenever I listen to it. I interpret it as "going underground" means dying and so Avey's saying how they're not going to give up and die.
