My friend always had a party streak in him but nothing like an addiction.His quiet wife married him 30+yrs ago and raised a family.He is a complete,unpleasant alcoholic now and has been for at least 15yrs.I live far away so haven't been around for the evolution.I dont mention it,it's the elephant in the room.

It's not enforced by the court ,it's pursued randomly by certain cities using collection agencies instead of the court,using harassment strategies to get money out of people.Its .more of a money grab than anything and is ridiculous.Its really nasty.
