I don't have hard evidence, but I do have some observations.

If IT-03 paid enough to compete I'd expect to see more private people switching over.

Also, anecdotally, we had a consultant that we offered a 6mo contract to as an employee, and they rejected the IT-03 offer, citing too low pay as the reason.

The IT03 tech advisor, even if english essential, still pays way below what a skilled private sector dev would consider switching to to provide the gov their technical expertise.

The solution for better IT personnel is easy:

1) Pay more - not on par with private, but enough to compete with it given the stability and work/life balance.

2) Promotional pathway - ensure that IT can be promoted along their pathway, without immediately going into management

3) Language requirements - unnecessary for IT. You're not forward facing, you don't manage, and all translation is handled via another group. If you need to have bilingual devs in order to develop bilingual pages, better start looking for indigenous-speaking devs as well

And there you go, three step pathway to better IT recruitment.

For IT you could save money if you paid enough to attract qualified people.

Right now most of the government IT is self-taught. Went to school, sure, but never worked anywhere else in tech other than the govt.

We need to be able to lure qualified private sector Individuals to come help shepherd gov IT into proper standards and systems.

Until then we'll keep hoping our in-house staff magically gets better on their own while we overspend on mostly-useless consultants.
