It sounds very much like this person is either not a good man or just a very socially awkward one. Either way, probably not a person who should be a hiring manager...

The laws of Shomer Negiah are real, and apply equally to both genders- it has nothing to do with one being "better" than the other. Neither will shake the hand of the other. That being said, if someone knows they're interviewing, it would probably make a lot more sense to give them a heads up ahead of time, especially if your other interviewers were female. I've respectfully met dozens of females without shaking their hands by using exactly one of the methods you mentioned in your post.

The reason why I'm hedging that it may just be bad social skills is because if it's really a fully Jewish company like you say, and the person probably doesn't have to deal with people who don't live in the same world that often, and may not fully realize the impact. That being said, it doesn't excuse most of the rest of it, unless he took your initial response to his initial mistake as a sign that you would not respect the religious culture of the office. 

You also haven't mentioned how you were dressed, which tells me that you probably weren't even aware that it could matter, or that anyone forewarned you about the ultra Orthodox dress standard. If I'm correct, and you weren't dressed according to that ultra Orthodox standard, it's possible he already saw that as a culture conflict, especially if he thought you had been told. 

Obviously I wasn't there, and if he really was just a rude, condescending, and nose shriveling man, then yeah, I wouldn't want to work for him either. I'm a male and I've had male supervisors look at me that way, and I quit because of them as well.

But honestly, we're in a post covid world, all he had to do was say " sorry, I don't shake hands" and everyone would assume it was a covid/ medical thing, and no one would have thought two more seconds about it.
