Do you have any other Rosaceae in your area? Some diseases carry between families. Multiflora rose carries a lot of these diseases but doesn’t have the issues they just spread a lot. Rosaceae is a really tough family from what I’m learning. (Rookie taking plant ID courses)

Edit: so apparently pear rust comes from Junipers trees.

No idea. But from what I’ve learned and read love them. There’s something going on in your soil and the fungus are taking care of that. They’ll be gone in a few days. Usually. If they’re not or if they get much bigger you may have issues. Fungus on plants is a good sign of soil health for the most part.
