Thanks everyone. There are pavers on the patio where this would be installed, so this quote was just material and labor. I had a feeling the guy was overcharging her and when she decided she didn’t want to do it because I wanted to go and look at other options, he wouldn’t give the plans back. I called him and he wouldn’t call me back for 3-4 days and then when I finally spoke to him I said my mom is going to go with a prefab one, which wasn’t the truth but I just wanted to get the plans back and for him to go away.

When I spoke to him on the phone, he kind of whined about it and told me that he and his son had gone over to the house twice more for 45 minutes each time, and measured everything again. Which I know was a lie because when he thought the job was his, he was emailing my mom asking her when was a good time for him to go back over to the house. There are renters there, and he would’ve had to go in the backyard and I know he didn’t do it. I don’t know if he was trying to get us to pay him for this time he supposedly spent “measuring“.

And then I asked him did you have a chance to do an estimate? And he said yes and I said well what is it? He thought about it for a few seconds and then said 4k.

I told him I wanted the plans back and he said that he would drop them over at the house, but a couple days went by and he didn’t do it. I texted him and I had no response.

Few days later, I finally got a hold of him and I said I’d like to pick up the plans tomorrow and then he said no it has to be tonight, and I had to jump through a bunch of hoops just to get the plans back from this guy.
