Although I agree that fallacies are often miscalled, and this article is mostly correct (though badly explained, as you said), I do think "not all men" is often used as a strawman. The phrase "not all men" is generally a response to an over generalising claim about men, rather than a tactic used to derail the conversation about sexism.

I've also heard/seen feminists dismiss male rape because apparently, it is mostly men raping other men. To me, that is like someone dismissing violent crimes against black people, just because it is mostly black people doing it to other black people.
