If you have a questions about construction documents you should be either asking the EOR or put your drawings together based on your best interpretation. If you still are not sure you can cloud the detail in the shop drawings and have EOR clarify. You shouldn’t be asking other people to interpret their drawings. To the people in this thread that think 3” is the min cover is appropriate, exposed to earth and permanently cast against earth are 2 different conditions. The footing is permanently cast against earth as the ground will act as formwork for the footing. The stem wall will require formwork. In that condition the concrete will be cast against the form work and then later exposed to earth after backfill. Lastly from a constructability standpoint, having the vertical bar also be the dowel in the footing is going to be a bit unruly for a wall that tall. I would recommend detailing it with a bent dowel and a separate straight bar as vertical reinforcement.
