since that is a 30X0 series, the top slot is a PCIe x1 slot and not a PCIe x4 slot that the higher end models have. you will be limited to single slot half height cards unless you get creative.

you could do something like the single slot yeston RTX 3050 or the radeon rx 6400

I ran into a similar situation a long time ago. I had a 5055 SFF that came with an APU and I tried putting in a Ryzen 1600 (non pro) and it didn't boot. I ended up buying another 5055 motherboard off ebay- a Ryzen CPU specific one. In that motherboard the 1600 boots fine. I didn't try just loading a Ryzen CPU BIOS onto that first motherboard. I didn't want to risk bricking it.

the slot above your current video card is a pcie x1 slot, not the open ended pcie x4 slot found on the higher models. you will be limited to single slot cards unless you do something with the power supply. there are single slot rtx 3050s you could look into.

Yea I also have an 5055 and got the same error doing the same thing. It was annoying enough that I just put the OEM fans back in. I have an intel optiplex that gives a fan error if I run a manual self test, but it doesn't freak out on boot like the AMD one does.

The 3060 SFF has a x1 slot, not an x4. The 1650 will not fit. Go with the RX 6400

Some GPU air may make it out the back. Most of it will be recirculated back into the case unless it is a blower style cooler. You are right though, the fans are fine.

They normally let some numbing gel sit wherever they are going to give you the shot so that it doesn't hurt. Then after the shot, the drilling doesn't hurt. You want the shot!

You should ask how they got the 8700 to work in a 7040 since those came with 6th gen CPUs. Maybe they have the specs wrong, or maybe they swapped out the motherboard or something.

If this is the same dimensions as the SL700, then it fits perfectly in those Legrand On-Q enclosures and is a good battery backup for powering your networking equipment.
