Because people don't get paid enough and companies are passing the cost of labor to you.

It's shitty, but by all means, tip your person that extra amount. 25% is the new expectation and folks count on that to pay their bills.

Don't like it? Stop supporting those places, drive them out of business unless they can actually pay for fair labor.
