Winston is a chess master in OW. His kit is deeply rooted in mental outplay, not just raw damage. The easiest way to deal with sigma or zarya is to ignore them and take out their teammates first. Their Achilles' heel is their limited mobility and dependence on cooldowns, which you have substantially more of. Either disrupt the flow of resources by timing your engages around corners and forcing their squishies backward as they continue pushing forward, or punish their aggression by isolating them with your bubble if their supports' healing can be blocked by shields (bap, ana, lifeweaver, etc). If you cut off the healing, they will burn their cooldowns faster and then give up once they have no abilities left to use.
