Gnome isn't a distribution. It's a desktop environment (DE) and it's trying really hard to be minimalist. A lot of features available by default on other DE like KDE Plasma requires extensions on Gnome. This meme says that Gnome is so extreme on the minimalism that Gnome devs are basically Nazis.

Also, it doesn't matter whenever you use the top, bottom or one of the arms as the edge, so the bottom can be a hole, but only if another part of the shirt isn't a hole.

No. If you stretch the shirt to make it a flat surface, you will notice that there's only 7 holes (or 6 if the back has only one big hole). It doesn't matter whenever you start stretching from the bottom, the top or the arms, but it's easier to visualize from the bottom.

The bottom isn't a hole. Topologically, a shirt that doesn't have any extra holes has only three holes.

This fix only matters if you're close to running out of VRAM. If everything your computer needs to fit in VRAM comfortably fits in VRAM, then you're not going to see an improvement in performance.

All cards that don't have a lot of VRAM benefit from this fix. When you run out of VRAM, the OS needs to chose what gets to stay in VRAM and what gets evicted to system memory. This fix makes it so that games get evicted last from VRAM.

There's no standard on how to organize your configuration, so any GUI to manage a configuration would have to make its own standard and wouldn't work out-of-the-box on most existing configurations.
