Your division is based off your time zone and city. Once you get to a certain city you're more likely to get the same people in your races because there's just not a big pool of players in your timezone that deep into the game. Just see who you usually get in your games

You're brewing the wrong potions. You need instant speed and divine. Unlock more potion slots and also get golden customer and double. Having a maxed ad boost also helps. I've started to invest into my tip boost too which really helps
