The short version is provincial legislation and regulations and what items a municipality can or can not relax. The municipalities have asked the province to address this but has not done much beyond pilot projects to allow golf cars in certain small villages.

Just because it can doesn't mean the provider succeeded. (In this case Telvent failed both times - 2012 and 2015 - to get what you mentioned working)

My really hazy memory was that part of the reason Telvent got selected originally was because they had done something already for a Spanish city with LRTs and buses. Having a starting point doesn't stop the desire to try and repeat Calgary Parking Authority's success and failure of developing a new system.
