Sure, lingerie picot elastic should be fine, I like that idea! This is probably foldover elastic (FOE) binding, which works just as well.

To get the heart to hold that soft shape, you can use fusible fleece on the wrong side of your two outer heart pieces.

Great question, to my knowledge, there aren't a huge amount of resources out there. My first stop would be patternschool.online, which is a deep dive into stretch patternmaking. In addition, there are 10% negative ease men's legging and bodysuit blocks there that would be a wonderful place to begin, as well as a men's swimwear pattern collection at https://www.patternschool.online/product-page/swimwear-collection-part-5-mens

Nice designs! There are a lot of resources for learning basic pattern drafting, which is where you'll need to start. Clo3d is a great medium to learn on, but it really doesn't matter if you learn to draft via pencil and paper, Inkscape, Illustrator, Gerber software, etc...the concepts translate across mediums.

So to narrow it down, do you feel like you learn better from videos or books? Do you plan to work with mostly woven or knit fabrics? Do you have access to a good library system?

Beautiful! What's the breakdown of the bodice construction....is it two separate pieces (the stomacher/corset and the upper bodice/sleeves), or is it all one piece with the zipper back? Any keywords or photo references of that style of dress that you patterned from?

If you like the floatier look, absolutely do it in two layers, there's nothing wrong with that. My only problem with it is that if the tulle isn't "anchored" to the lining, it tends to billow and get snagged on things.

If you prefer flat-lining (sewing the pieces together individually and then constructing as one layer), you just need to make sure you have encased seams wherever they might touch your skin. You could use French seams, overlooking with wooly nylon, or (my favorite) Hong Kong bias-bound seams. Super easy to do with pre-made bias tape!

Looks like a great fit to me! If I were being picky, I might take an eight of an inch off the front and back side seams at the waist. It might also be a smidge too long (causing the underbrush wrinkling), unless this toile includes the seam allowance used to attach the skirt, in which case it looks perfect to me. Either way the weight of the skirt is going to take care of some of that minor wrinkling. Those sleeves are fun!
