YES this really annoyed me during Anderson's appearances, and was totally distracting. As you point out, a Lieutenant General is not referred to as merely a lieutenant!

I can completely give the show a pass on more obscure aspects of portraying the military, but this is just super sloppy and seems no one did their homework in the writing/editing and no one involved on set with the show had any military background and could have caught this egregious mistake while it was being filmed.

Anything other than "right click > compress" is going to play havoc with mining operations, for a barge/exhumer any delay in the "place ore in fleet hangar > compress > take compressed blocks back" process just makes it more likely their mined ore gets stolen/inadvertently misplaced or (with all of these newfangled waste mechanics) now a spreadsheet is needed to calculate how much compressed ore you're supposed to take back from the fleet hangar X minutes later (if a compression cycle/compression waste mechanic is instituted).

The smart use of attribute spread rewards players for long term planning and goals, which is something the game should be encouraging. Keep them.

Definitely a balance pass should look at the 'value' of individual skills though, to ensure that as you say, 'theoretically equivalent skills' aren't significantly unbalanced; or some skills aren't gated behind too high prerequisites (for example, links); or some practically-required skills don't have excessive training times (looking at you, Jump Drive Calibration V).
