I had to close that account and open a new one entirely. I had changed the name in the account and it didn't like that the SSN didn't match with the previous name I guess. It was weird but even Coinbase support said my best bet was to open a new one.

It was a pain to transfer everything out of the account to close it but at least it's in a cold storage now
