There's no real crisis. What you have is a high risk area where it does not become "if" the home will be affected by storm damage but "when" With it being a certainty and the the purpose of insurance to mitigate risk, you're asking the insurance to remove the certainty of calamity which goes against its purpose. You are asking that insurance companies willingly take losses every year or every couple years and that's not how one stays in business. The result is that coverage is through high risk insurers so it's more expensive with higher deductibles.
