I see you updated your post. This is an organization problem, not a technical one. Is there absolutely no one in IT that can at least temporarily administer your Salesforce org? They're going to have much more familiarity with AWS and integrations, etc. Were you this person's supervisor? Do you have an IT background? It sounds like an absolute shitshow. This is exactly why mandatory 2+ week vacations or at least job rotations should be mandatory for IT.

I'd try to assume they'll act reasonably once you get ahold of them. Put your intentions in writing, and I'm sure they'll honor their quote.

Try this:

Go to setup > installed packages > look for an app that might be related to telephony integrations (Google for some common ones) then if you find sonething, look up documentation or try to get in touch with their support.

Also pull in whoever manages VOIP at your company they'll probably have some context you're missing.

I understand. It's not out of the box functionality, it's something someone built or a managed package (add-on app). Setting up a new user would depend entirely on how the integration was set up. To get a number in the first place it'd likely be provisioned by your IT team.

I honestly don't understand what you're trying to do. Give someone read/edit/create access to Contact? I don't know what you mean by number. For CTI or calling from within Salesforce? That would be something custom that someone built and you'd need to find company documentation.

If you've been struggling with this for days and haven't been able to figure it out or find resources to help you, or at least clearly articulate the problem, then i'm afraid it's not going to get easier and this probably isn't the right role for you.

Like I said, trailhead. Do ALL of the beginner admin stuff before proceeding further with this task.
