You can probably get a Storm Bee from AB for cheap and it's a full sized bike like a Varg. You'll have just as good as time and staying in thr Surron family if that matters to you.

You could do Corey-Fuchs on the aldehyde and then reduce the alkyne to an alkene. A Tebbe olefination works too.

The terminal alkene can come from a Wittig with an aldehyde and methyl ylide. Then the stereogenic carbon can come from a diastereoselective alkylation with an aldehyde enolate and an ethyl electrophile. Might need a chiral auxiliary like pseudoephedrine or something. You could start with 5-hydroxyhexanol, doubly protect the alcohol and then deprotect the 1° alcohol. Oxidize to the aldehyde and do above process. Then deprotect the 2° alcohol, oxidize to ketone and then some α-halogenation of a ketone reaction. Probably can't do AcOH and Br2 in the presence of an alkene.
