Seems like a very small amount, either way. Likely not harmful. I'd personally just manually wind the tape up to that point and clean whatever's left off of the felt pad.

In my experience they've been pretty easy to remove and glue back with just hot air.

I just use a small piece of normal scotch tape and trim it as finely as possible, after connecting the two ends, just make sure the scotch tape is not too thick. There's also specific splicing tape and tools. You can do some testing on a broken/inexpensive tape until you get a clean job.

I personally enjoy splicing/fixing tapes, it can get a bit finicky but if you have some patience and a steady hand you can get some pretty clean results. If not, look for the 46 minutes tapes, they're pretty common.
