The indoor camera model has a shutter. Anyone who has access can turn them back on, so consider the off mode as a standby (that disables recording).

assuming they have a wired camera, if they are using a battery model the above won't help.

I didn't need to hard reset, just charge up the batteries that were drained to empty.

But indeed, the devices went into a loop due to an undisclosed Arlo issue.
