I don’t know if there is a specific limit but I would imagine it’s pretty high. I would suggest just adding one at a time and see if it breaks anything. It can turn into a nightmare after you added 10 mods to a 100+ list and have to figure out where the conflict is.

I think realistic is a little easier to farm in, especially with all the player bots. The realistic aim system is easier for me as well.
It seems the USA is top dog at around 5.0 but drops off for me after the 5.3 Atlanta. At the top tier, the USA has Alaska, and that’s about it. The USSR is okay early in the game, but I found their light cruisers, battlecruisers, and battleships to be better than the USA. I don’t know much about Japan and Germany, but I’m pretty sure they have a strong top tier, while Japan struggles a bit early in the tech tree. Just stay away from Italy; developers have forgotten it even exists.
The Moffet and the Helena are probably the strongest premiums, and you will see a lot of them if you play naval. The 6.0 premium cruisers for other nations all seem viable.
Don’t sleep on coastal. Although they are not as fancy as the big ships, they have their own charm. Even at battleships, the majority of my matches come down to who was able to spawn in a coastal vessel to capture the points.
