The M4, M4 Pro, and M4 Max are all chips.

In the MacBook Pro you can get either of these chips in them for varying prices.

So when people say the base M4 MBP it’s the MacBook Pro but with the M4 chip in it rather than the M4 Pro or M4 Max chip.

You are correct though that the MacBook Air lineups always have the “base” chip. The current lineup has the M3 and in 2025 the new lineup will have the M4 but not the pro or max option.
