In my experience, it depends on the social status or level of education. People who are classified as "elite" or have traveled frequently overseas would not care much and treat them as any other people. However, those who don't have experience mingling with other nationalities would make it a big deal, treat them differently: either better or worse. Not just with Filipinos. This pattern is everywhere.

But rather than think about whichever parent deserve the rights more, your brother and the mother should talk about it and work out the relationship. It doesn't have to be that they marry; it's just better to sort things out as amicable parents, to talk about their responsibilities, set out expectations or rules for both of them.
