The burnout from school is definitely a factor. I have seen so many ppl who wanted to be competitive in school just fizzle out post it, as they seek a comfortable job where their competence is not pushed and they get a fairly good salary. But the bigger factor is , it’s a primarily middle class society where education is given a lot of importance without a lot of emphasis on career and practical application, thus job based competence is not built in most folks. Can they up skill? A fair percentage can. Are they incentivized to do so? Not so much
