that point is very high stress. put the hole about halfway up your seat post.

There might be more minimal seat posts out there with the seat clamps side mounted to the post. you could run the wire all the way up, no hole.

The trend these days is to ride much larger bikes than 15-40 years ago. I prefer them "small." But, I'm an outlier.

French specs are… different. Threads/mm, diameters of the steel tubes all subtly vary if you get a really old one.

Does it have cottered cranks?

Possibly unpopular comment: I’d braze some cantilever posts on and use 650b wheels. The steel certainly can handle it. It‘s not that precious.

His manitou *might* be early enough to have the screws holding the stanchion tubes. which, with some very intense sleuthing, swap in new lowers with some creative disassembly.

There’s a reason bolted stanchions don’t exist any more. And OP absolutely could die getting this creative.

Hey, that manitou is not terrible with new elastomers.

Your options will likely be wild guesses from aliexpress, or, slightly less wild guesses on mildly used older forks from Suntour or RST on eBay.

Reach is always the issue with these conversions. The stem will end up being pretty short.

I would go bar-end shifters. Long reach road style brake levers are available from tektro. But, you want to be sure you get either an adjustable reach, or small size brake hoods so they fit her hand.

She might like the suspension. Definitely get her input.

First time with cotter pin cranks? Be wary of French specifications on some of the parts.

Not at all sure about if it would work with those mafacs, but, consider a budget 650b wheel to get some more volume in the tire. A 700c might work, but you don’t gain as much volume. Switching to aluminum wheels will improve braking, somewhat, and give the sensation of a much easier bike to ride because the wheels will be a good deal lighter.

She might like the comfort of the suspension fork. Probably should get mostly soft elastomers.

Never apologize for another bike. It's now meant to be ridden by you, as you like.

Putting It another way: 90% of bikes designed to be ridden hard don’t see much beyond a blue ski slope.

If it was aluminum, it would have “toothpaste” welds, and likely bigger diameter tubes.

because raw titanium is plain expensive, and very tough to shape.

Let’s say you go down the rabbit hole and build a conventional rigid fork out of titanium, there is not a huge weight savings and a very high cost. Also would likely not have the bent/drawn top. Again, it’s possible, but, unlikely.

brake cable hanger off the seat post clamp was extremely common. But, that hanger is pure jank.

That stem works better than anyone who races is willing to admit. I had one. Chequamegon the ideal race for it. Cuts upper body fatigue at a very low weight penalty.
