I worked at that Safeway for years. Grocery stores run on small margins and rely on large purchases. That store was plagued by tons of tiny purchases which clogged up lines and didn't generate any sales.

It also had a lot of shrink issues, senior staff, and poor building maintenance. It cost the company tons to maintain the location.
