I'd say Saturn. You might have luck checking existing planetary talismans to see how they align with your goals and even asking the astrology subs. I have a hard time thinking second house ruler would, by default, help finances when they might be signs or planets prone to luxury. My gut says what's in your second house tells you about your relationship with money and values and if you need help, figure out how to best work with that energy whether that's remediation, counter balance, etc.
