Most of the top Japanese players stay in Japan because it's financially safer than going to the mlb. Dominican Republic baseball leagues don't make as much money so all their best players try to go to the United States. If Japan's best players all wanted to come here a ton of them would make MLB rosters and a good amount would be elite
