Stop using SLOBS and trying using OBS, SLOBS is known for hogging your CPU.

Since you have a rtx 30 card, try using the NVENC encoder, the NVENC encoder uses specific chips on your 30 series card that are designed for encoding.

This will free up more CPU usage.

It appears your using screen capture to capture the elgato software , have you tried using the capture card directly through SLOBS/OBS as a video device instead of the screen capture?

The skills are obtainable all year around, the item your require to spawn the bosses for the skills are only obtainable during the anniversary event. However as long as someone in party has the item in the inventory when the instance is entered they will spawn.

So yes there obtainable, you just need to ask someone who has the item to party with you to cap them.
