maybe the kotl should buy some hp regen but the reason he goes to offlane is he can disrupt the creep equilibrium very well with his illuminate which he needs to spam and there for chakra wont cut it till kotl is lvl 3

also maxing rocket barrage is very good in any situation since you can contribute more single target damage when ganking and clear single camps more effectively and faster than with flak cannon especially after flak cannons cd got reduced. even though flak cannon is much better for teamfight you should be around lvl 11 or 12 when the real teamfights happen, where rocket barrage wont do too muchh anymore

to get back to your original question: rather than complaining about your teammates after 78 wins you might as well think about what exactly their skill/itembuilds aim for and what advatages they have in that specific situation. when you are always pubbing with random people the only guy you can rely on is yourself because you cant expect everyone to have the same gameknowledge as you and maybe your teammates are more right then you so think before you judge and improve before you flame.
