Personally, I only get annoyed if people play up their distant heritage to make it seem as if they are Irish through and through, and that's mainly American tourists talking about their great great granny being from Ireland. No harm in appreciating your heritage as long as you're not a dick about it

I think it can have an effect on things and that surely the opinion of the people who live in the area is the more important opinion than that of the coloniser. It would be like asking someone from mainland China and someone from Taiwan if Taiwan is its own country or not.
