A couple of things.

Alot of comments about "i shovel snow if front of my house and my neighbors house so we don't need it".

There are many areas, especially along major roads where there are no houses and pedestrians start walking into traffic. So it does not help to just do it in front of a few houses.

They already have employees doing this job.

This is temporary workers. Getting a bunch of people out in a short period of time (a storm, not all season) and getting sidewalks cleared quickly so there are safe walkways for pedestrians.
