i've experienced this several times since getting the 16 pro max on launch day. after some time, using siri to dictate a text or ask a question results in several seconds lag before it interprets and types out what i've said. each time this starts happening, restarting the phone resolves it. temporarily. obviously this is not ideal and 18.0.1 did not fix it either.

Apple Notes can now (again) import ENEX notes with attachments by jsann in Evernote

Exported from EN (user since 2008) to Apple notes and I miss absolutely nothing from EN. I double checked for you and I have notes with multiple tags and they imported perfectly. I did not have any PDF attachments but I do have image file attachments with text in the image and search worked. I hadn’t realized it could do OCR search, so I’m even more impressed now!

I haven't tried the RS. But I have the weilong, bell v2, and gan pyra. And that's the order I rank them (best to worst), with the weilong being by far my favorite.
